雙重屬性縣域生態補償脫貧發展新路徑探索A New Development Path of County-level Ecological Compensation for Poverty Alleviation with Dual Attributes

摘要(Abstract)：
長期以來,雙重屬性縣域都存在生態保護與地方經濟發展背離的現實困境,生態補償脫貧發展是協同解決這一難題的有效手段。在對當前理論界相關研究成果進行梳理與總結的基礎上,分析雙重屬性縣域生態補償脫貧發展的動力機制、演進路徑和支撐體系,并基于共享式增長和要素統籌視角,進一步探索廣義就業替代、精準補償、產業綠色化、異地開發等生態補償脫貧發展新路徑的實現形式,并從政策引導、公共服務體系、多元化投資、生態環保技術等方面構建生態補償脫貧發展的支撐基礎。
